As a result they are asking that your website have quality information and advice, and that it be popular (i.e. linked to) other high quality websites to offer a wider web (no pun intended) of information to your visitors. There are accessibility guidelines which you will need to follow in your website design but many of these will simply make your site easier to use for everyone.
